Il lavoro riporta una parte dei risultati ottenuti nell’ambito del progetto di ricerca europeo Welfare Quality® e, nello specifico, analizza le strategie attuate dagli attori di alcune filiere alimentari e dalla distribuzione al dettaglio rispetto alla gestione dell’attributo “benessere animale”. L’obiettivo della ricerca è di fornire indicazioni, in chiave di policy, al fine di promuovere e garantire la sicurezza alimentare attraverso l’attributo “benessere animale”. Il lavoro è composto da una prima parte in cui si propone un inquadramento teorico dell’attributo “benessere animale” e delle principali politiche attuate per la sua diffusione. La seconda parte espone i risultati di un’indagine svolta in Italia circa le strategie di produzione e commercializzazione, nel dettaglio tradizionale e moderno, di beni con attributo di benessere animale. La ricerca evidenzia che la promozione di tale attributo, e della sicurezza alimentare che ne deriva, necessita di investimenti in informazione rivolti ai consumatori. Solo in tal modo, il “benessere animale” potrà acquisire le caratteristiche di un bene privato, anziché prettamente pubblico.
Food safety and animal welfare: theoretical, normative and empirical issues
The paper reports some of the results of the European research project Welfare Quality®. It analyzes the strategies implemented by the actors of some agri-food chains and retailers about the management of “animal welfare”. The objective of the research is to provide the policy-makers with recommendations to promote and ensure food safety through the “animal welfare” attribute. The work is made by two parts. The first one studies the theoretical framework for this attribute and the main policies for its dissemination. The second part outlines the results of a survey about animal welfare and describes the strategies adopted by some agri-food chains and retailers in Italy. The research suggests that investments in information about animal welfare to the consumers are required to reach a higher level of food safety. This way, the attribute acquires the characteristics of a private good, rather than a public one.
